Pardon the observation, Dave, but it appears to me that “the law on ungoverned regions” would seem to be an oxymoron.
There may be international conventions governing how nations treat them.
Or, if it is indeed simply a contradiction in terms, then shouldn’t that change the nature of the discussion about such regions?
