Apparently, they can. At least if they’re French cows. Chris Bradford reports at the New York Post:

Wild video shows a cow being airlifted to safety after getting stranded on a French mountain.
Vahine the bovine got stuck in the mud while grazing in the Pyrenees on Sept. 11 and couldn’t make her way down the steep terrain, which also couldn’t be accessed by car.
