There’s a pretty fair briefer on Chicago’s fiscal problems at City Journal. The one thing in the post that I disagree with is their assessment of Mayor Rahm Emanuel’s posture. I think he thought that being Chicago mayor would be a sinecure, as being a U. S. Congressman was for him.
Rahm should have realized something was up when Daley decided to leave office.
