On hearing of the death of the Turkish ambassador, Metternich claimed that Talleyrand waggishly said “I wonder what he meant by that?”
President Obama recently arrived in Cuba. As president of the United States he is both head of government and head of state. Under the circumstances it would have been appropriate for him to be received by the Cuban president. He was received by the Cuban Foreign Minister.
