Why Do We Have Courts?

I want to ask a serious question. Why do we have courts? There is clearly a difference of opinion. I think that we have courts to interpret the law without regard to personages. It is quite clear that many Americans think that we have courts to do justice.

So, why do we have courts? And what should the relative importance of interpreting the law as opposed to doing justice be?
