There’s Working and There’s Working

Testimony from Centers for Medicare and Medicaid Services Deputy Chief Information Officer Henry Chao must have sent chills down the spines of some House Democrats:

A key player in the development of the Obamacare website acknowledged Tuesday that up to 40 percent of IT systems supporting the exchange still need to be built.

The revelation from Centers for Medicare and Medicaid Services Deputy Chief Information Officer Henry Chao occurs as the administration works to meet its Nov. 30 deadline to shore up the website.

“It’s not that it’s not working,” Chao told lawmakers at an Energy and Commerce oversight subcommittee hearing. “It’s still being developed and tested.”

Financial management tools remain unfinished, he said, particularly the process that will deliver payments to insurers.

The part of the system that Mr. Chao is talking about are the “back office” functions, the portions of the Healthcare.gov iceberg that are below the surface.

I wonder if he’s ever heard of the ninety-ninety rule. 40% may require more than 90% of the total development time.

    Like I’ve said in other posts, almost everyday something new is revealed about Obamacare — dealing with IT development/inadequacies, surprising aspects of the law itself and/or how it negatively effects people and their own HC

    Wait…what? They haven’t even finished building it and the bright side is that at least the unfinished part technically can’t be described as broken?

    There is such a deep divide between people’s perspectives on one bill.

    First there are those who are jaw-dropping aghast at the untrustworthiness, deceptiveness, and lack of disclosure involving the PPACA’s destructive, narrow-gauged criteria, as well as the unfinished roll-out that was described, by the powers that be, to be ready for use by October 1, 2013.

    Then there are those who have touted the PPACA as a risky, Braveheart kind of maneuver, that will be wonderful if only allowed to thrive by the opposing party — the republicans. Somehow, the fact that the opposing party 100% opposed this bill — before, during and after it’s passage — is now irrelevant, as they are now expected to kick principles aside, helping the struggling dems to get this thing on line and functioning for all time, or else be called obstructive, bearing the burden of the PPACA’s failure.

    What is wrong with this picture?

    I was having so much fun giving Reynolds the devil here and there I forgot to post what I really wanted to.

    I couldn’t write a line of code if my life depended on it. And I even have problems with my “smart phone.” That said, I’ve been a board member on a number of companies going through IT system make-overs. Its tough, but you grill the hell out of the implementers.

    I didn’t fall out of my chair, but I literally sat back in amazement at the comment that the billing part of the system still had to be built.

    Can you imagine a company putting in a new system and…….order entry?, check, picking tickets and shipping doc generation?, check, inventory reports and autoreplenish?, check, billing and AR update link?………..uh, sir, we still have to build the billing and AR system…………………but damn the torpedos!! We’re goin’ live!!

    This has passed just weird or bizarre. Its truly the Twilight Zone.
