I’ve mentioned it before but 10-20 RFPs for the State of Illinois come across my desk just about every day. By far the greatest number of these are not receiving responses: the vendors are no-bidding at an enormous rate. The reason for it is obvious: Illinois is a deadbeat. People need to get paid for their work.
At some point it’s going to become darned hard for the state to keep operating. This stuff is going to have implications for years or even decades to come.
