More on the New Council Wars

In the Chicago Tribune Rick Pearson, Gregory Pratt, and Bill Ruthhart dig into the details of Chicago’s impending redistricting:

Today, there are 12 Latino aldermen on the council — longtime Southwest Side Ald. Ed Burke, who is under federal indictment, represents the 13th majority-Latino ward. There are 20 Black aldermen on the council, with two representing majority-white wards on the North Side.

The City Council has seen dramatic turnover in the last decade, with 35 of the 50 wards — 70% — electing a new alderman. After the 2019 election, the City Council for the first time in its history no longer had a majority of white aldermen.

Chicago has 50 wards. Per the 2020 Census Chicago’s population is 31% white, 30% Hispanic, and 29% black. The remaining 10% are divided among all other ethnicities. You do the math. In the present climate I think it will be tough to justify 17 seats in the City Council held by blacks let alone 20. It’s a zero-sum game and there just aren’t enough Hispanic voters to garner a third of the seats. Historically, a black-Hispanic coalition has been elusive in Chicago.

    Non-black Hispanics despise blacks, and will not tolerate them in their neighborhoods. The modern history of LA is Mexicans ethnically cleansing black out of traditionally black neighborhoods. Eventually that will come to Chicagol

    So why don’t Whites have 31% of the Council seats? That is the real question. Chicago’s White population is thoroughly brainwashed and supine.

    IIRC two majority white wards have black city council members and one majority Hispanic ward has a white city council member.

    Again my point is that black electoral influence in Chicago is waning rather than waxing and that will have implications.

    I’ve noticed a couple of gangland style hits in N.Y. news recently that utilized small scooters to pick up and whisk away the shooters.
    This is not how Italians or African Americans do it. This is straight out of Central America. Expect it’s just the beginning.

    There is data on how to racial gerrymander districts, and I’m too lazy to look it up. I think that to create a 95% probability that a black will be elected, the district needs to be 55% black. To get a similar probability for Hispanic politicians, the district needs to be something like 70% to 75% Hispanic. These are just my rough recollections of the difference. I don’t recall if they are looking at the population in general, voting age adults or likely voters. Also, probably matters for Hispanics whether there is one dominant group or multiple (e.g., Cuban-, Mexican-, Puerto-Rican-).
