Am I too cynical in believing the deal that the city seems to be cutting with the Chicago Teachers Union just means that more money that the city doesn’t have will be spent? And that will mean higher taxes which in turn will make Chicago less affordable, particularly on the part of those least able to pay?

If there were a clear relationship between increased spending and better outcomes, it would be one thing but there isn’t.
