Median home prices around $128,000 has to help. I was there about five years ago for a funeral and it was pretty sprawly in terms of suburban-style development and an undersized or poorly designed infrastructure.
Probably need to keep city’s population in mind: 26,445 (down from 28,477 in 1993. I’m not sure what definition of housing market is being used here; most of them seem to be metro areas of vastly larger size. Kankakee county is 113,449.

On the other hand according to the cited article Decatur is one of the worst housing markets. That I can believe.
Is Kankakee becoming a refuge for people fleeing Chicago? I.e. basically as New Hampshire is a tax refuge for people fleeing Massachusetts.
