GIven the impact he has had on the political process in Washington, including but not limited to the fact that the President is clearly obsessed with undermining his work, I’d pick Robert Mueller.
A close second and much more controversial choice would be Kim Jong Un.
Those are both good suggestions, Doug. They beat the heck out of Chelsea Manning or Colin Kaepernick, both of whom I’ve seen mentioned.
Actually Time has my candidate. Xi Jinping is going to leave a huge mark on China and by extension the world. And this year was when he got the power to make his mark.

Harvey Weinstein seems to have become the catalyst to something bigger than the ‘Trump as President’ fuck-you.
